Junior:
Someone might correct me, but I believe 17 meters is completely available to
those with a General or Extra class license, and that there is no difference
in frequency priveleges based on license class.
If I remember correctly, the SSB portion of 17 meters runs from 18.110 MHZ
to 18.168 MHZ.
Hopefully, if I'm wrong, someone can correct me.
And, remember, the shift to 17 meters would be just temporary and for one
week--not this week, but next week.

Hi, all.
This is just a reminder of our Cross-Country Blind Ops Net tomorrow,
February 28th at 2100 Z on or near 14.258 MHZ upper sideband.
Maybe as a little net topic, we could discuss what to do about the March
seventh net. You may remember that the first week-end in March is the ARRL
International DX SSB contest, so I'm sure our usual 20-meter frequency will
be unusable at that time.
It has been suggested by some that we move the net up to 17 meters for that
week. I don't know of a good frequency on that band, nor do I know whether
folks can readily make the temporary switch, but I thought I'd just put it
out there for discussion.
