In NYC the meters are supposed to get enough traffic moving around
that you can find a place to park at all.  The street cleaners while
they seem to only function to push dirt around the street, also serve
to identify vehicles that have been abandoned.  It seems that when you
steel a car you don't keep it forever, you just drive it where you
want to go, then get out and walk away (unless its a nice car then you
take it to a chop shop... i assume).  On NPR i believe in the fall
they were talking about an electric car technology startup in
California that was adapting the parking meter system as hubs for
charging your electric cars as well.

I know none of this is relevant to the original topic, i guess i am
just saying in reference to Cuyler's post that there are reasons
outside of monetary for arcane meter and street regulations.
