not on HF you can't, except as a TX or RX fine adjustment, sometimes called 
a clerifier.
that small VFO only works as a main VFO on the right side of the radio, on 
the VHF/UHF sub receiver.
in fact, that is what it is listed as in the manual...the sub receiver 
VFO...a maddeningly anoying little control that one.
