Something for each group here, but either could be applicable to both.

One Yaesu VX-7R triband HT
One Uniden BCD396T handheld digital trunking scanner

The Yaesu VX-7R was the world's first waterproof handheld transceiver.
Scans everything from broadcast AM through 1.3ghz with appropriate
lockouts for cell phone frequency ranges.  Three transmit bands--6, 2,
and 70 centimeters.  Three power settings.  Triband rubber duck with
SMA connector.  Original rechargeable battery pack and AC
adapter/charger.  I'll even provide the auxillary programming cable
with it, which is about the best way for a blind person to load up the
radio.  Most accessible programming software for it is a free program
I found on the net, called VX-7R Commander, to which you can link by
Googling for it or I'll send it to you.  Manual available in PDF
format online.  Some good information on operating the radio also

The Uniden "Bearcat" BCD396T is a state-of-the-art digital trunking
scanner, covering everything (except cell phones) from 25 to 1300mhz.
Flashed with the very latest firmware from Uniden, this baby hears it
all--standard and narrow-band FM, wide-band FM in the American old
analog TV and FM broadcast band (60-108mhz), adjustable channel step
down to 5khz, APCO P25 digital voice decoding, Motorola, EDACS and LTR
trunking, built-in and custom-settable search ranges, and Uniden's
exclusive CloseCall feature which helps you find local transmitters
for which you do not know the frequencies (yet).  Stock Uniden antenna
with SMA connector, SMA-to-BNC adapter, programming cable, AC
adapter/charger and a fresh set of nickel metal-hydride (NiMH)
batteries round out this excellent package.  Works with many popular
scanner control programs, Screenreaders like BCTool and FreeScan,
best,  both free programs.  Missing belt clip and attachment to radio,
but this is obtainable from Uniden as a replacement part at moderate
cost.  Asking $250 negotiable
