John,

I don't own any Icom's, but the Kenwoods I have owned allow  a reset of the 
cpu which can sometimes return something that has gone flaky back to normal. 
On the Kenwood's it is a combination of key presses to reset.   Maybe worth 
a try as a last resort.   You should back up all menu settings and memories 
if possible beforehand, since  the rig will return to factory defaults.
