Tom, I am on Verizon, and I have the LG 8350 which is pretty good.  Like anything else, it isn't 100 percent accessible, and even its speaking features can be a challenge at times, but I would say that it is usable if all you are looking for is a basic phone.  If you can't get that model, then try the 8360, the 8560 or the 5500.  I am surprised that the Trackphone isn't working for you as that is supposed to be available in most metropolitan areas.  

You might also investigate the Jitterbug service which is along the same line as Trackphone.  73.
