Tom,

Only DX stations send power level ( k, kw, 400, etc.).  You only need to 
send rst and state (5nn CO).   You can run whatever power you want on any 
band.  If you were submitting a log, you would have to  put yourself in the 
category of the highest power you used in the contest.   If you ran 600 
watts on 2 bands and 100 watts on the others and you were entering a log, 
you would have to enter as high power.  Since you aren't sending in a log, 
no big deal.

As for the first 2 questions:  Yes only work DX.  The rest of the world can 
only work USA and Canada, so the whole world is looking for you.  Not sure 
about signing /w0 in your case.  There are a huge number of US stations "out 
of area" such as 1's or 2's in Florida, but I really don't hear anybody 
signing slash w whatever.
