Don't know for sure about the boot-up situation, but it _could_ be your 
system battery.  Try changing it out and see if it works.  That was the 
problem with my first 'puter that ran Windows 95.  (It still works!)

There should be a tiny hole somewhere under the CD tray.  Straighten a 
paper clip or take a piece of stiff wire and insert it into that hole.  
There will be some resistance, but you should be able to trip the 
release spring and get the CD out.
