He says there whether the "theory of evolution" holds is a theological question, not a scientific one. However, it is clear that he is uncomfortable with his answer - he is thinking fast as he speaks and framing his answer for maximum appeal (more truly minimum offence), not necessarily as a direct statement of his position.

Most American presidents - if not all - have declared their belief in some things that a person holding a clear scientific position would describe as "superstitious". American presidents pretty much have to declare their belief in a number of things they would privately deny or dismiss. For presidential hopefuls, this is even more marked
