Ned,

Holy Spirit guilt is used for conviction of sin.  Once a person is saved,
that guilt is gone.  The guilt of past sins, however, is a different matter.
The sins, if confessed to the Lord, are forgiven according to First John
1:9.  If the guilt remains, it is because the Enemy has planted a lie in the
memory event which needs to be exposed by the True Lord Jesus Christ.  Once
this is done, the person is literally healed of the pain in that memory.  It
works every time.  Furthermore, once the healing takes place, that person
can return to that memory as often as they like and they will never feel
guilty again.  One method of getting to this pain and unholy guilt is
intercessory prayer conducted on a one to one bases.
