Steve,
Pressing the 9 by itself is a toggle. Pressing Function+9 lets you change
the step size of the multi-tune knob. As far as I know, you can't change
the step size of the fine tuning mode without changing the step size of the
regular tuning mode, all of which is controlled by Menu #2.
