Bill,
    Some cordless sets may have a battery in the base which acts as spare 
for the handset, or backup power to the base.  That will not power the phone 
tho if power goes out, just saves any settings.

    I still would check the wiring, something seems to be jerking the phone 
around.  My Panasonic has never ever acted up.
