Hi Tom.
This is normal, because the SWR is being measured after the built-in tuner,
which will affect the apparent SWR to the radio, but not the real SWR of
the antenna system, which is what your SWR meter is measuring. In order to
measure the effects of having a tuner in the system, your meter would need
to be between the tuner and the radio--pretty tough to do if you are using
a radio with a built-in tuner.
