Russ,
This may me a long shot, but when I read your steps, it did not say if
you had removed the partition and recreated it. Did you try that step?
Sometimes the partition table gets screwed up. I had a Win98 install move
like sludge one time. I blew away the partition and made a new one. The
install was fast and the OS booted fine.
