No, 73 has always been best wishes and 88 hugs and kisses, at least since
the 19th century (not the nineteen hundreds!).
And probably not long after the west coast was colonised!

73 and 88 where appropriate!

Yeah accept 73 at one point use to mean hugs and kisses. Now it's been

If you are referring to "73", it means "best regards", so you will find it
used at the end of QSO's on the air or  as you have seen on e-mail lists
where hams gather.

There is another one used either  by or to a YL ( young lady) "88" which
means "hugs and kisses"
