Jen,

It should but then Jo Biden would become the president but maybe not.  The
whole thing would be thrown into governmental chaos.  They have been wanting
to rewrite the Constitution for many years.  That is, exchange it for
another one, and that new one likely would be dictated by world opinion and
influence.  In other words, a new world government type of Constitution.
