  If you still have the ts440, that's a great rig.  I sold mine two years 
ago, and occasionally regret it.

Otherwise, depends on what you want.  Cw monobanders start as kits with the 
small wonder series for about $55 each.
As Buddy says, the elecraft kx1 is a quad bander, cw only fully accessible 
80, 40, 30, and 20 meters.
The tentec argonaut 509 or 515 are fine little 5 watt rigs, and quite 
accessible cw / ssb 80,40, 20, 15, 10 ten meters.  These go for $200 in good 
shape.
That is just a small sample of what is out there.
A speech chip is not required for accessibility of most older rigs.
