right, you are just not allowed to modify commercially made equipment on
your own.
We have the same kind of rule for basic license holders, and it also
includes not being allowed to build your own transmitting equipment, except
for frequencies above 33Cm.  So on 1.2GHZ and above, a basic license holder
can build their own transmiter from a commercially availible kit, it has to
be a commercial kit specifically though.
They make all these funny rules that sometimes make no sence because you can
still do whatever it is they prohibit, but in a round about way that isn't
against the rules.
