I believe that it is illegal to use a call sign before it appears in the FCC
ULS database listing.

If you are wired up with W5YI, you can find out in advance.  A friend of
mine recently changed and today was the allotted day for it to be released.
I couldn't find it at qrz.com but he just called me and got a message
directly from w5yi telling him he got the call he paid for and that he could
begin using it right away.  So he is a happy camper.
