(a) Not without MMX, which could be a problem if your motherboard
doesn't provide split voltages. All else being equal, a P200 could
be a maximum of 15% faster than a P166, and that may not be enough to
notice.
(b) 233MHz CPUs generally read the "1.5x" multiplier setting as
"3.5x", so they'll work fine on boards officially rated only to
200MHz. I'm not sure what 266 and 300 MHz CPUs do, but it may be
similar. If you've got the voltages (see (a)), this is probably an
option.
So while I wouldn't bother with a P200, I'd seriously consider a
P233MMX.
