One more response: 
You should be able to substitute Teff for the bean flour, I  have used Teff 
successfully at times. Substitute cornstarch (or Tapioca) and  potato flour for 
the potato starch, about half and half could work in a pinch.

I ended up buying garbanzo bean flour at an Indian market (huge bag for  
$3.70); I only substituted for the fava flour and the potato starch (fava---I  
used white rice flour; potato starch---I used cornstarch). The sugar cookies  
came out tasting fantastic. Very cakelike as the recipe had promised. I added  
dried cherries and pistachios for Xmas.
