Hi Tom;
I just looked on the arrl site and there was a 746 listed for $900.00  If 
this guy is throwing in a filter and speech chip you are getting a good deal 
especially if the ts480 is in good shape.  You might investigate what 
version of the firmware is being used and ask him to update it to the latest 
greatest version to save you the trouble.
