Something else you might try if you haven't already is seeing if someone 
tried to wire a "talk back" (cb'er for monitor) function in that radio. Back 
in my CB days some people with out the sense god gave a goldfish tried to 
wire in their own circuit for that and all too often ended up with problems 
like that. Usually you can tell if there's an obviously added on switch 
though sometimes they'd just rewire one on the front panel, like the PA one, 
or some other feature they weren't smart enough to know how to use and use 
that switch for that feature.
wow, all those memories are coming back to me now and I'm sure glad I'm out 
of that and the radio I still have is safely away in my closet under a few 
tons of junk probably never to be heard from again.
