I would use Windows key plus to get to the desktop.
Then type the letter I until you hear Internet Explorer.
Alt enter and tab to set the key and then tab to the OK button.

How do you get to the shortcut icon on the desktop.
I can't seem to make the shortcut I want work in the start menu, so wonder if I've got it on the desk top, and don't realize it.
Either way, I can't get my alt control I shortcut to work for Internet Explorer any more.
