Yes, the chain link fence will work great as a ground system, but the
best results will be achieved when the feed point of the vertical is
mounted within a few inches of the top of the fence.  You can't use a
long grounding wire, or it will detune the system. The idea is to have
that metal in close proximity to the feed point, where lots of current
will be flowing at low RF voltage. Even a little resistance will make
for a lossy system!
