That is unfortunately common to a lot of cable systems.

The frequency for channel 18 is 145.250 I think, if you're experiencing
noise on that frequency, it is a leak in the cable system, and they're
secondary opperators on our band, so you can call them and request that they
fix it.  If they don't, you can call the FCC and inform them that the cable
company is in violation of part 15 of the fcc rules and regulations, and the
company will be forced to fix the problem.
