Congrats On moving toward licensing.  While I'm Not Familiar With That 
Particular rig, but you can likely reduce the power via your tuneing up and 
loading schemes.  The radio doesn't have to transmit at full power.  If you 
have a manual for the radio, consult its' wisedom.  Again, Congratulations
