The problem may be related to UpperFilters and LowerFilters.

Although the problem is more common in Vista, the same procedure applies to XP.

Start regedit, and go to 
HKLM-system-currentcontrolset-control-class-{4d36e965-e325-11ce-bfc1-08002be10318} 
And remove UpperFilters (the entry may contain info about incd).

Also remove LowerFilters from the same location, if it is there.

Disable any incd services and auto-startup programs.

Reboot.
