Mark,

Remember that hallucinations can involve other senses than vision.  I'm 
pretty sure that someone blind from birth wouldn't be able to have visual 
hallucinations, but I don't see any reason why someone who had once had 
sight couldn't halucinate visually even if he could no longer see.  Anyway, 
hallucinations are a product of the brain, not of a specific organ.
