Fill the PVC pipe with salt water and forget the wire.  It should load
until the water (ionic liquid) evaporates or the temperature drops quite
a bit.

Here is a link to someone who used a similar antenna for QRP operation.

I remember hearing that some agency in Washington DC had plans to use a
fountain pump to make a salt water vertical for emergency communication.

Hey white sticks, the subject just about says it all, would a long wire
antenna still radiate well if I were to seal it within a length of pvc
or cpvc pipe?
just curious is all. I'm suspecting that it might not but thought I'd
get your opinion on the matter.
