Try Nu-Morse, developed by Tony Lacy.

I used his code generating software for a CW class I gave on our local 
2-meter repeater for quite a few years.

I think it'll meet your needs, if I understand them correctly.

You can even mention my name and call if you'd like, because I was a Beta 
tester for his software for a while.
