It took me quite a bit of digging to find this.  I kept thinking it was 
a manu setting.  It is not.  To toggle this function on or off, press 
function and then the xmit power button.  You can check this by opening 
the squelch on the oposite band and transmitting on the main band, the 
noise shoudl either change volume or not, depending on how you have it 
set.
