No--the reciprocal operating authority is automagic. Unless of course he's a Canadian citizen (probably), in which case he may not be able to operate without a Canadian license. I dunno if that same restriction is in place going that way...all he has to remember is that, unlike reciprocal agreements with everyone else, he has to ID as his call/Canadian call area (i.e. KB5ELV/VE3 for Ontario), as opposed to VE3/KB5ELV.
