Hi Triston,
Welcome to the list.  It is sad how the kids get treated and get labeled, a 
label that stays with them whether true or false.  Many times the child is 
hurting and it would seem that nobody cares.  I am sure there are good 
foster parents out there but they are hard to find I suspect.
