I don't want to provide access control by MAC.  My current router does that.  I want to be able to block some USERS, and allow other USERS on the same machine, accessing the network through the same interface.  How do I do that?

I have never seen a router in the 2-digit price range which can provide OUTBOUND blocking with respect to unknown applications as well as a software firewall can.  In addition, the software firewall should provide some protection from an attack from inside the network, by WiFi, for example.
