You know what, all the discussion about "magic jak," on the lists lately, I 
am about certain that it is a re-writeable dongle type of gear that connects 
to the USB port on the machine, containing all the data on it after it calls 
home when you set it up initially, so when you carry it somewhere else, to 
another computer in another location, it will still act normally with active 
phone number, 911 information, etc.

A dongle is a small device that is connected to the usb port or the serial
port of a computer.  This device has firmware hard-coded into it that allows
software to operate correctly.  It is a security measure so that only one
copy of a given software package can run on a given machine.
