Try a D&B SUPPLY or as Butch says farm or electrical supply store.

Well, I don't know where you would buy them there, but back in Kansas we
had farm supply stores and they had a square plastic insolater made for
electric fences.  I would clip the ladder line in the notches of these
and tape to the tower leg.  I think I've also seen commercially made
insolaters for this as well.  But, with a bit of tape, and these were
cheap!!!, the electric fence things worked.
