Hi.
I would suspect that police agencies have never been crazy about people
listening into their communications--digital technology makes preventing
that more practical, although there is always a way around it if you can
get your hands on the right technology. The question iswhether or not they
can keep such technology from getting out where very many people can get
their hands on it, and whether or not owning such technology will be made a
crime in and of itself.
