yes it can be programmed from the computer.
there is a very comprehensive manual at
www.icanworkthisthing.com
just click on amateur radio, then on dual band transceivers then on kenwood
tmv7a manual.
the cable to program it is a bit pricy, but i think you can find them on
ebay cheaper then the original kenwood pricing.
Also, go through the manual and find out how to set your microphone up to
perform all the functions that it can perform. You can control the whole
radio from the mike, and set many of the more sited oriented functions using
the mike keypad.
It is essentially as accessible as any of the newer stuff, other then the
fact that the newest radios do speak menu numbers at least so you can find
out which menu you are setting, if not necesarily the menu item itself.
