nLou, there's a homeland security deal that let's them close the band where they
think is appripriate.  I'm in central Texas and we've seen some alterations in
the area.  My guess would be in the Washington dc area and along the Canada line
and perhaps along the Mexico border and even perhaps the eastern air coridor
might be prime spots.  I understand there have also been some changes in New
Mexico.  Apparently these can be made at any time someone decides it is
appropriate.  I believe they can also apply to 2 meters.
