I think you are correct.  It would seem logical to set for tone tx tone
only or txrx tone on the front of the radio and select the frequency
with the external dip switches.  This was most likely a third party
modification as I think the original only allowed for one or two PL
tones and not all of them for the internal board.

On my old TR-7950, you hit the tone button, then a number, 1 2 or 3,
then the tone button again to select the tone. 0 was off. I wonder if
your board is wired to 1 of those positions or something so you still
have to do that to activate it. I don't know, just a guess, they may
have put the tone board outside the case and you still work it that way.
