On my old TR-7950, you hit the tone button, then a number, 1 2 or 3, then 
the tone button again to select the tone. 0 was off. I wonder if your board 
is wired to 1 of those positions or something so you still have to do that 
to activate it. I don't know, just a guess, they may have put the tone board 
outside the case and you still work it that way.
