Hi Jerry.

If it doesn't seem sturdy, it probably isn't.  Your alternatives are to 
mount it on a piece of pipe driven further into the ground, pouring some 
concrete around the pipe to make it more secure (they tend to work loose in 
the ground with the wind whipping the antenna otherwise) and putting guy 
ropes on the antenna to stabilize it in wind.  Basically, there is a lot of 
leverage on any vertical antenna whenever there is a strong wind, and if it 
seems flimsy, it will most likely come down.  You can't overdo that 
installation.  Do pay attention to your grounding/radial situation as that 
is the primary reason why you were seeing the SWR issues before.  Good luck.
