OK,  here's more information from the "Eastern Mass ARRL" website.

Here's one link where the governors office contacted the EMass Ham rep:
"A representative from the Governor's office has 
reached out to the Amateur Radio community in the 
wake of last week's perceived "snubbing" of 
Amateur Radio emergency communications efforts in 
comments made by the Governor in a televised "Town Meeting."

According to Eastern MA Section Emergency 
Coordinator Rob Macedo, KD1CY, Pam Hickman from 
the Governor's Office of External Relations 
telephoned Macedo yesterday. "Hickman stated the 
Governor's Office would like to the 'make the 
situation right,'" explained KD1CY. "

And followed later by this May 2006 report where 
the hoped for proclamation was in fact issued.:

"Governor Romney has designated the week of June 
5th through June 12th as Massachusetts Amateur 
Radio Week. Their efforts are being recognized 
because the CommonwealthÂ's more than 13,000 
Amateur Radio operators continue to provide vital 
assistance to the MEMA, as well as local 
Emergency Management Agencies and Public Safety 
entities in times of emergency. Amateur Radio 
operators have donated these services free of 
charge, in the interest of the citizens of MA, as 
well as the world, for over 75 years."
