I think the developer is named Skip Teller.

There is a digitalk web site that I found with Google.

In recent correspondence with him I had a few days ago he informed me that 
it now only worked with Windows 98.

He was also considering perhaps doing a rewrite.

This program presently has it's own voicing engine mostly set up for ham 
words.
