well from what i gather on income based or low income housing places, most 
if not all have a hellishly long waiting list, not convenient for someone 
who wants or has to move now.  the ones i have dealt with usually are a year 
or maybe 2 at the most, not to mention  what other potential problems could 
be inherant with those places
