Lou, as you pointed out, the issue has become cell phones as drivers seem
unwilling or unable to be responsible while driving if they have cells.  Its an
unfortunate state of affairs but people seem unwilling to police themselves.  I
suppose they're just trying to make things a little easier on cops in terms of
not having to figure out what deivers are doing    specifically but rather just
seeing or hearing that they're doing something that could effect driving.
