That sounds like a malware program.
Run a full scan with Malwarebyte:

Please help me! This ACTIVE X pops up, not once but 3 or 4 times on ONE
PAGE!!!!!!!
If I don't click yes, it locks up the page ( mail OR web ) so that I
can't even close the
program!! Could it be a VIRUS or TROJAN ??

Alan, Active X is not application software. Please resubmit this
question to PCBUILD instead.
Here is a reference to it: http://en.wikipedia.org/wiki/ActiveX
It would help if you could give more details on what happens, but these
may be enough. The thing is that your problem may not actually be with
Active X, but with some malware that misuses it. I don't think that
it's a good idea to start erasing things yet, until someone suggests
that to you.
I suspect that someone on PCBUILD will be able to help you with your
problem. Good luck!
