No, you can't extract. But ANY disk that has what you want on it - WinXPHomeSP1 or WinXPHomeSP2 will work, you just have to OWN a proper legitimate Product KEY. An OEM key may or may not work if the hardware is different. If the hardware is the same as when you got the OEM key, then you can install a GENERIC OEM version (without all the proprietary crapware), using the OEM key that you own. Otherwise, with new hardware, you need a Full Retail Key.

So I'd say "no more" that you could try to extract an installed program...
Side note:
If I were to "buy" an SP CD from MS, I'd wait for SP3, and they were
generally free when they first came out, but with the sales of Vista being
so bad, I'm not sure we can count on that this time...
