  It is a viscious circle since people are less responsible because the laws
  contain no serious consequences, generally, for acting irresponsibly.  If it
  were left up to society at large to punish those who act irresponsibly, I
  would imagine most people would be much more responsible for their own
  actions then they are now.
  However, there are always the exceptions to the rules and this is why laws
  must be in place, to protect society, and those who choose to act
  irressponsibly within society.
  The hobby of amateur radio is supposedly self policed.
  Of course, there is a support structure of regulations and laws that support
  good operating procedure, but for the most part, if you act irresponsibly,
  you will be shunned or made to take responsibility for your actions.
  It's too bad our society is so overwhelmed with people, technology and
  information, that we can't possibly sift through it all in time to make
  reasonably and accurate decisions.
